INTRODUCTION

Why This Toolkit Exists

This toolkit is based on the experience of the Oakland Youth Vote Coalition’s (OYV) campaign to secure the right to vote for 16-17 year olds in Oakland’s school board elections. It outlines the steps that organizers might consider for developing, winning, and implementing a local youth vote campaign.

About the Toolkit

The toolkit is organized into five key phases that guide youth organizers through the full arc of a local campaign to expand voting rights. Each phase reflects lessons learned from the Oakland Youth Vote campaign and includes guiding questions, sample tools, and strategic considerations to support organizing efforts in different cities. 

The toolkit phases covered are: 

  1. Coalition-building and campaign planning
  2. Running a campaign through a city council ordinance or ballot measure
  3. Advocating for implementation
  4. Preparing youth to vote in their first election
  5. Reflecting and building long-term political power

Whether you’re just starting out or advancing an existing campaign, this resource is designed to be flexible, adaptable, and rooted in youth leadership.
